How can we understand ethnic violence in which perpetrators and victims are often neighbours, who had previously coexisted in apparent harmony? Neighbour-on-neighbour violence is not only the destruction of physical bodies, but also a profound social violation, which shakes our confidence in the collective values of ‘neighbourliness’ and the strength of prior relations. Why do some neighbours violate these norms? Further, the lack of judicial redress compels survivors to coexist with perpetrators and forge superficial relationships long after the cessation of violence. How do norms of neighbourliness evolve, and impact the recurrence of violence? In this talk, I present preliminary findings from a larger project on the role of neighbours during incidents of ethnic violence.
