Montag | 14.00 Uhr | Nepal's Peace Process and Involvement of the United Nations Dr. Suresh C. Chalise, GP Koirala Foundation for Democracy, Peace and Development in Kathmandu (Nepal) The decade long gory conflict, which was responsible for about 17,000 human lives and large-scale internal displacement, finally came to an end following the Comprehensive Peace Agreement on 21stof November 2006. Also witnessed by the United Nations, the peace process marked the beginning of mainstreaming of monolithic Maoist insurgents into a democratic polity. Recognized as one of the most successful peace-building initiatives in the world, the truce between the Seven Party Alliance (SPA) government of Nepal and the Communist Party of Nepal (Maoists), was far from smooth and ridden with challenges. Despite their initial agreement over UN intermediation, the Maoist insurgents fluctuated their stance over the need of international mediation. The unwillingness of Nepal’s immediate neighbors, to have the presence of the world body in their backyard, had further complicated the nascent peace process. However, as themove was politically benign had no regional implications, Nepal made a winning bet by putting all domestic, regional as well as global stakeholders together in the peace mission. In this talk, Dr. Chalise especially presents a nuanced retelling of the peace process, including the interplay of global, regional, and domestic forces vis-à-vis UN's involvement. Chalise will describeNepal's domestic scenario that led to the engagement of the global body, and also delveinto some of the areas of differences between the Government and the Maoist groups on the content and scope of UN's assistance prior to inviting the latter.
