Mittwoch | 18.00 Uhr | ASEAN, SCO, and Taiwan’s Desecuritization Options SHIH Chih-yu The US-China rivalry over Taiwan reveals the Taiwan issue’s ontological security nature. For Taiwan to become an independent sovereign nation, no immediate change in the balance of power is required. However, this would destroy the regime legitimacy of the Chinese Communist Party but strengthen the US’ reputation as the protector of liberal democracy. Against this background of deadlock, the idea of singular sovereignty has provided an obstacle to any solution. My provocative lecture considers a non-solution that targets the population’s identity rather than the territory. The solution is for the Taiwanese population to substitute two concurrent passports, one from the People’s Republic of China and the other from the US, for its present Taiwan passport. Unification with China would cease to allude negatively to security and turn the US-China rivalry into coexistence. The discussion has policy implications for disputes of territorial jurisdiction elsewhere.
